Silvane Micro B.V. - The Semiconductor Schism

A 7-minute crisis simulation where participants act as acting Managing Director of a Dutch semiconductor firm facing an emergency court takeover, cross-border supply collapse, and regulatory deadlines.

University of Bristol

In this fast-paced crisis simulation, participants step into the role of Chief Operating Officer and Acting European Managing Director at Silvane Micro B.V. in Nijmegen, Netherlands. Following an emergency ruling by the Enterprise Chamber of the Amsterdam Court of Appeal (Decree ECLI:NL:GHAMS:2026:404), the Chinese parent conglomerate Shenzhou Core Holdings has been stripped of voting rights, and the global CEO has been suspended. The participant is suddenly the senior executive on the ground as the parent company's backend packaging facility in Wuxi severs communications.

Participants must resolve competing commercial, operational, and legal pressures within strict time windows. European automotive clients face production shutdowns triggering €4.2 million per day in liquidated damages within 36 hours unless 4,800 finished microcontroller reels in Rotterdam are released. Simultaneously, the Dutch Ministry of Economic Affairs has imposed a 24-hour compliance stay on export licenses, demanding a verified operational containment perimeter that ring-fences core semiconductor IP.

During the simulation, learners evaluate live telemetry data, resist coercive distractions, and engage in an AI-powered crisis negotiation with Court-Appointed Judicial Administrator Rutger Lindeman. To succeed, participants must establish a defensible, bounded continuity plan—firewalling Nijmegen IP, rerouting 65% of packaging volume to Penang, and securing Lindeman's sign-off to release Rotterdam buffer stock—without making unverified commitments or breaching regulatory covenants.

Learning objectives

  • How to coach participants on distinguishing hard, verified operational telemetry from coercive threats and unverified assumptions during a governance rupture.
  • Techniques for debriefing high-pressure stakeholder alignment where regulatory compliance and personal fiduciary liability constrain executive choices.
  • Frameworks for establishing bounded operational containment perimeters that protect core IP while preserving supply chain continuity.
